Expert opinion on the draft bill on GHG quota trading

On request, the Clean Energy Partnership (CEP) has prepared a technical statement on the draft of the second law on the further development of the greenhouse gas reduction quota. The document brings together the expertise of CEP members from various sectors of the hydrogen value chain.

The statement examines technical and practical aspects of the draft law, particularly with regard to hydrogen applications in the transport sector. The CEP provides a detailed analysis of topics such as RFNBO quotas, crediting mechanisms and verification procedures.

The document also contains proposals for the practical implementation of the planned regulations, with the aim of supporting the development of a hydrogen infrastructure in the transport sector.

The most important recommendations at a glance:

  • Establishment of practicable and technology-neutral control processes for biofuels
  • Sectoral sub-quota for RFNBO (renewable fuels of non-biogenic origin)
  • Introduction of practicable standard values for transport emissions
  • Retention of double counting for biogenic hydrogen
