Paving the way for hydrogen mobility

Clean Energy Partnership e. V. (CEP) is the leading expert body for hydrogen mobility in Germany with a global reach. As an independent and technology-neutral organisation , we set the course for clean, safe, cost-effective hydrogen mobility that is suitable for everyday use across all industries.

Our members come from all areas of hydrogen mobility – from hydrogen production and refuelling infrastructure to vehicles. Our focus is on establishing optimal framework conditions for hydrogen mobility in road transport and industrial logistics.

We work with various experts to help shape international norms and standards and create the conditions for their practical implementation.
Our goal is to make hydrogen in mobility more cost-effective, more robust, smarter, more digital and safer. To this end, we are developing, among other things

  • Established test systems and training
  • Offer technology comparisons


As a panel of experts, we share our extensive expertise in various formats to enable well-founded industrial policy decisions and shape the future of mobility in a sustainable way.

Working groups
The Clean Energy Partnership (CEP) organises its activities into working groups. Our focus is on the following core areas :

  • Regulation and standardisation: Development and co-design of norms and standards that are essential for the implementation of hydrogen mobility.
  • Mobility concepts: Analysing and developing sustainable solutions for the transport sector.
  • Refuelling station infrastructure: Development of requirements and concepts for a nationwide and efficient hydrogen refuelling station infrastructure .
  • Technology and project communication: Coordination of internal and external communication to increase the visibility and understanding of hydrogen mobility.

The aim is to create the technical, regulatory and infrastructural foundations for the widespread introduction of hydrogen mobility.

AG Regulation

H2 tax:
Fuel cell and hydrogen combustion vehicles are differentiated under tax law. However, a technical distinction is not possible at the hydrogen refuelling station. The working group is working on technical solutions for differentiation at the H2 refuelling station and on a standardised implementation of the notification in practice.

GHG quota verification:
Development of standard values for H2 transport, electricity consumption and emissions at H2 refuelling stations to enable the verification process for compliance with the 70 % savings quota for RFNBO hydrogen.

AFIR:
Collaboration on the evaluation of the “Alternative Fuel Infrastructure Regulation” (AFIR) on behalf of the Directorate-General for Mobility and Transport of the EU Commission (DG Move); drafting of information papers to advise the Commission

HRS acceptance training:
Development of a framework plan for training technicians at hydrogen refuelling stations; in cooperation with DGUV/BBS

The use of SAE J2601-5 for trailer loading and unloading and other compatibility issues will be discussed.

Trailer interface:
Development of a standardised quick coupling for trailer refuelling in collaboration with coupling manufacturers, the IGV and various standardisation bodies; white paper: “Safety-relevant tendering information for trailer orders”.

The evolution of the Clean Energy Partnership

The Clean Energy Partnership (CEP) was established in 2002 as a public-private partnership to promote hydrogen mobility in Germany. With the participation of the Federal Ministry of Transport and leading industrial partners, the CEP initially focussed on the development of basic technologies and practical tests for hydrogen vehicles. In demonstration projects for hydrogen mobility suitable for everyday use, the CEP acted as a platform for innovation and laid the first foundations for a sustainable mobility transition with hydrogen by working on refuelling standards.

Following the demonstration phase (2002-2016), the CEP shifted its focus to market activation from 2016. The entire hydrogen production chain took centre stage in order to respond to real market requirements. The aim was to make hydrogen mobility suitable for everyday use. During this phase, H2 MOBILITY Deutschland emerged from the CEP as the operator of a nationwide hydrogen refuelling station network.

The CEP has established itself as the leading independent expert committee for hydrogen mobility in Germany. In various national and international working groups and committees, players from the entire value chain cooperate to create reliable framework conditions. The aim is to make hydrogen in mobility more efficient, safer and more cost-effective. The CEP develops refuelling standards, improves technologies and prepares comparative analyses. As a central competence centre with over 20 years of experience , it provides well-founded information for industrial policy decisions and thus drives the mobility transition forward.
